Disasters and how to cope with them: the Cantonal Public Building Insurance Companies (KGV) as a complete system.

As elemental damages increase, the question of how to avoid and insure them becomes ever more urgent. The most effective way of organising elemental damage insurance is to use a system based on solidarity where compulsory insurance is combined with fixed values and complete risk coverage all provided by the same insurer. Logic dictates that the insurer must then bear a large portion of the responsibility for the area of integral risk management.

Integral risk management, in the wider sense, has its place within the field of socio-politics. It includes risk analysis and assessment as a prerequisite for risk management in its narrower sense not forgetting the background made up of risk perception and communication. Risks can be avoided, prevented and reduced or simply accepted. One particular way of accepting risks is to acknowledge that the risk exists in principle and then to take out insurance cover in order to offset the possible financial implications should such a case arise. All aspects of avoiding, combating and accepting risks are encompassed in integral risk management and the aim is then to find the optimal use of resources. Within the 19 cantons who have united fire prevention, fire services and full reinstatement insurance under the direction of the KGV the integration of fire risk management is complete.

Preventative measures to combat natural hazards are a public law function covering everything from spatial planning and technical aspects to the formation of obligatory solidary bodies for the provision of elemental risk insurance cover. It is only possible to achieve effective, integral, cost effective prevention and risk management within a solidary public law framework making this the best possible answer to increasing natural hazard risks. The system of “secure and insure”, so successfully implemented by the KGV for fire prevention, is also the key to effective prevention and insurance against elemental damage.
